SummaryUnder general supervision, leads the annual budget development process and works with other Town departments to prepare the annual budget and related documents. Supervises, plans, schedules, and evaluates the work of subordinate employees.
Essential Functions - Coordinates, leads, and directs budget process with the City Manager's Office and department directors.
- Coordinates and partners with departments to review plans, determines budgetary needs, gathers information, monitors programs, and makes recommendations on budget preparation, presentation, implementation, and interpretation.
- Initiates, directs, and assists in the preparation, monitoring, and management of both operating and capital budgets, and the multi-year financial forecasts for all budgeted funds.
- Analyzes and provides recommendations on complex issues relating to the operating and capital budget, financial matters, or departmental operations.
- Conducts research projects, surveys, compiles, and analyzes data for reports, projects, committees, the City Manager's Office, and City Council.
- Analyzes financial and operational data in order to develop recommendations on how to improve efficiency and effectiveness of Town services.
- Designs, develops, and implements systems and procedures for projecting, monitoring, and analyzing budgetary expenditures and revenues.
- Manages day-to-day requirements and departmental requests, including review and approval of expenditures, agenda items, special projects, expenditure variances, fund summaries, and level of service reporting.
- Develops and monitors budget and financial reports and completes detailed account analysis for irregularities, account limits; researches problem areas for resolution, ensures fiscal goals set by management and/or City Council are being met.
- Coordinates with the City Manager's Office and partners with departments to design performance measures and implement performance dashboards for strategic plan objectives and key performance indicators. Coaches department liaisons to develop goals, objectives, measures, and performance targets.
- Responsible for the creation and publication of the annual adopted budget book.
- Hires, trains, and supervises subordinate personnel, assigns work tasks, establishes priorities, evaluates and disciplines subordinate personnel.
- Assures the accuracy of budgetary information and research.
- May be asked to perform additional job duties that are directly, indirectly or completely unrelated to normal job functions in the course of presenting certain Town special events.
- Performs related duties as required or assigned.
Minimum QualificationsEducation and Experience:- Bachelor's degree in Business Administration, Finance, Public Administration, or related field; AND
- Five (5) years in municipal budgeting and revenue forecasting with previous supervisory responsibility preferred; OR
- An equivalent combination of education, training, and experience.
- Certified Government Finance Officer (CGFO) designation is preferred.

- Skilled in providing effective supervision and management to assigned employees.
- Skilled in organizing and analyzing large amounts of data.
- Skilled in operating a computer including standard software and some specialized software.
- Skilled in presenting information in a clear and concise manner to groups of varying size.
- Ability to communicate effectively both verbally and in writing.
- Ability to establish and maintain harmonious relations with fellow employees, and Town officials.
Supplemental InformationPHYSICAL AND WORK ENVIRONMENTWork is performed in a standard office environment. Office is in a two-story building without an elevator. Work is generally performed indoors in an air-conditioned facility but may also include limited exposure to outside weather conditions.
This is an exempt position; incumbent will be expected to work whatever hours are necessary to complete responsibilities.
