We are seeking a highly organized and technical IT Project Manager to assess operational procurement and the successful implementation of technology solutions. This role serves as the primary liaison between technical teams, program staff, and procurement stakeholders to ensure project alignment with IT standards, contractual obligations, and agency requirements.
Key Responsibilities
Operational Procurement Management: Manage the full lifecycle of procurement and contract renewal activities. You will maintain a comprehensive tracking system for renewals, policy exceptions, and milestones to ensure proactive execution. You will represent the IT department in procurement meetings to gather requirements and resolve process issues.
Solicitation & Proposal Support: Assist teams in developing essential solicitation documentation, including RFQs, RFPs, and Statements of Work (SOWs). You will provide quality reviews of final documents and advise staff on language to ensure clear, accurate vendor responses.
Implementation Project Management: Serve as the lead project manager for vendor-led technology implementations (COTS/MOTS). You will establish project plans, manage timelines, and coordinate across internal and external stakeholders to mitigate risks and maintain project momentum.
Contract Governance: Act as the primary technical point of contact for contract compliance. You will conduct initial assessments to ensure vendor activities align with technical requirements and contract terms, maintaining detailed records to support audit readiness and transparency.
Qualifications
Proven experience in IT procurement and contract management processes.
Demonstrated success in project management for COTS or MOTS software implementations.
Strong ability to bridge communication gaps between technical teams, fiscal staff, and procurement stakeholders.
Excellent organizational skills with the ability to maintain documentation for complex contract lifecycles.
Experience with risk management, issue resolution, and status reporting in a formal governance environment.
