Horizons Construction Company International, Inc. is seeking an experienced Asphalt Paving Superintendent with strong public works experience and a proven ability to deliver high-quality paving projects safely, efficiently, and in compliance with public agency standards.
We are looking for a field leader who understands asphalt paving from start to finish, can manage crews and subcontractors, coordinate with inspectors and agencies, and ensure every project is completed with excellent workmanship, proper documentation, and strong schedule control.
Key Responsibilities:
Manage daily field operations for asphalt paving and related public works projects.
Supervise asphalt crews, grinding crews, grading crews, striping crews, subcontractors, vendors, trucking, and equipment.
Oversee asphalt paving operations including demolition, grinding, grading, base preparation, tack coat, paving, rolling/compaction, patching, slurry, striping, and final cleanup.
Coordinate with city, county, school district, airport, and other public agency inspectors.
Review plans, specifications, details, quantities, grades, limits of work, phasing, traffic control, and agency requirements.
Plan daily work activities, crew production, trucking, equipment needs, and material deliveries.
Ensure asphalt placement meets required thickness, compaction, smoothness, drainage, transitions, and finish quality.
Coordinate testing, compaction reports, mix tickets, inspector sign-offs, and required public works documentation.
Identify field conflicts, quantity changes, extra work, RFIs, and potential change order issues early.
Maintain daily reports, photos, manpower records, trucking records, material tickets, and time-and-material documentation when needed.
Enforce safety requirements, traffic control compliance, jobsite cleanliness, and professional conduct.
Represent Horizons Construction with professionalism, accountability, and a commitment to quality.
Required Qualifications:
Minimum 5 years of superintendent or foreman experience managing asphalt paving projects.
Strong experience in public works asphalt paving for cities, counties, school districts, airports, Caltrans-style work, or other public agencies.
Deep knowledge of asphalt paving operations, including grinding, base preparation, paving sequence, compaction, rolling patterns, joints, transitions, drainage, and finish quality.
Ability to read and understand paving plans, civil plans, grading plans, specifications, details, sections, and agency standards.
Experience coordinating inspectors, testing labs, trucking, paving crews, striping crews, and subcontractors.
Strong understanding of traffic control, phasing, pedestrian access, school/public access, and public safety requirements.
Ability to document extra work, T&M tickets, field changes, delays, and quantity adjustments accurately.
Strong leadership skills with the ability to manage crews, solve field problems, and maintain production.
Knowledge of prevailing wage/public works documentation is preferred.
Valid California driver’s license required.
Preferred Experience:
City and County asphalt paving projects.
Grind and overlay work.
Asphalt patching and trench paving.
Parking lots, roads, alleys, fire lanes, and public facility paving.
Slurry seal, seal coat, striping, and pavement markings.
Concrete removals, curb/gutter, cross gutters, sidewalks, ADA ramps, and related site work.
Coordination with asphalt plants, material suppliers, trucking companies, and testing agencies.
