Position: Senior Telecommunications Outside Plant (OSP) Design Engineer (Fiber & Microwave) Location: Jackson, Mississippi Duration: Contract Job ID: 177489 Job Overview: We are seeking a highly skilled and experienced Project Manager Lead/Supervisor to oversee and manage telecommunications projects, with a strong focus on outside plant (OSP) fiber optic network design and deployment. The ideal candidate will have expertise in fiber optic and microwave system engineering, telecom site design, and project execution support. This role requires a deep understanding of telecommunications systems, industry standards, and regulatory compliance. Responsibilities: Plan and engineer outside plant fiber optic networks to connect substations, generation facilities, control centers, and other utility sites. Design both aerial fiber (including Optical Ground Wire (OPGW) and All-Dielectric Self-Supporting (ADSS) cables) and underground fiber routes. Develop route maps, specify fiber optic cables and hardware, create splicing and termination plans, and ensure network redundancy and resiliency. Oversee permitting and right-of-way processes for fiber installations, ensuring compliance with National Electrical Safety Code (NESC) and client standards. Design and optimize point-to-point microwave radio links, including path surveys, line-of-sight analyses, and link budget development. Coordinate frequency management and regulatory compliance, including FCC licensing and interference studies. Plan and design telecommunications facilities at utility locations, including communications towers, shelters, and associated civil and site work. Incorporate reliable power solutions, including AC power feeds, DC power plants, battery backup systems, and standby generators. Ensure proper grounding, surge protection, and compliance with the National Electrical Code (NEC). Contribute to project lifecycle activities, including scoping, cost estimation, and commissioning. Create detailed engineering design packages, including construction drawings, fiber splice diagrams, and equipment layouts. Utilize CAD software and GIS mapping tools to produce route maps, floorplans, and site diagrams. Plan implementation schedules and participate in change management processes to minimize operational impact. Qualifications: Bachelor's degree in Electrical Engineering, Electronics/Telecommunications Engineering, or a related field. Equivalent work experience combined with relevant technical training/certifications will be considered. Demonstrated experience in telecommunications engineering, with a strong focus on outside plant fiber optic network design and/or microwave system engineering. Extensive knowledge of fiber optic communication systems, including cable types, splicing techniques, and outside plant construction practices. Proficiency in microwave radio system design, RF engineering principles, and frequency coordination. Familiarity with packet-based transport networks (e.g., MPLS, Carrier Ethernet) and traditional TDM systems (e.g., SONET/SDH). Solid understanding of IP networking fundamentals and telecom transport network interfaces. Proficiency in GIS software (e.g., ESRI ArcGIS, GE Smallworld) and CAD tools (e.g., AutoCAD, MicroStation). Experience with telecom network inventory and database tools, such as ConnectMaster. Knowledge of industry standards and codes, including NESC, NEC, and Telcordia/Bellcore standards. Ability to design solutions that comply with safety regulations, utility policies, and applicable regulatory standards.
