FUNCTION:
The IT Director is a senior adviser to the Special Deputy Superintendent, responsible for developing and implementing a comprehensive IT strategy for the New York Liquidation Bureau (“NYLB”). Specifically, the IT Director oversees and maintains the integrity of the NYLB's networks and IT infrastructure, including storage, system and data recovery and cybersecurity. The IT Director serves as Chief Information Security Officer ("CISO"), serving a role analogous to the CISO under DFS Reg. 500. The IT Director also serves as chief strategist and quality control officer for numerous coding and development projects, including systems management and integration. The position requires a significant in-office presence.
RESPONSIBILITIES:
- Develop and execute a comprehensive IT strategy and roadmap that supports the organization's objectives and future growth.
- Oversee the daily operations of the IT division, including networks, hardware and servers, software applications, and help desk support, to ensure high availability and performance, and lead efforts on integration, upgrades, maintenance and troubleshooting of existing business platforms and systems.
- Develop and manage the IT budget by monitoring expenditures and negotiating contracts with vendors and service providers to ensure cost-effectiveness.
- Establish and enforce IT security policies.
- Develop a disaster recovery and business continuity plan to ensure compliance with relevant laws and regulations, particularly DFS Reg. 500.
- Evaluate, recommend and implement new technologies and innovations for the NYLB, including incorporation of artificial intelligence tools, as appropriate.
- Collaborate with the Special Deputy Superintendent and other divisions to identify technological and business needs across the organization and develop appropriate solutions.
- Supervise the activities of the IT staff to ensure the successful and timely completion of projects and adherence to NYLB and divisional standards.
- Oversee the performance and progress of in-house development staff and outside consultants assigned to special projects, including scoping, budgeting, management and accountability of teams and consultants.
- Hire, assess, mentor and develop IT staff, and manage time and attendance and performance of staff.
- Consult with and assist the Special Deputy Superintendent and/or the Assistant Special Deputy Superintendents on projects as needed.
- Serve on special committees as appointed by the Special Deputy Superintendent or Assistant Special Deputy Superintendent.
- Develop, implement, and maintain divisional internal controls.
- Perform additional related tasks and duties as requested.
EDUCATION AND EXPERIENCE:
- Bachelor's Degree in a related discipline, professional/technical courses, and/or related industry or regulatory experience for a combined experience level of 12 years, with at least 5 years in supervisory/management positions.
- Extensive experience in IT operations, including proven experience with project planning and control, systems design, and programming.
- Effective project leadership across functional and technical teams.
- Experience with or knowledge of .Net, C Sharp, Java, RPG, and other Open Source Programming languages.
- Experience incorporating AI tools and strategies on development projects.
- Proficiency using Microsoft Access, SQL and IBM DB2/400 database systems.
- Experience with IBM iSeries and Windows Servers.
- Prior government experience is a plus.

Salary Range: $168k-$173k
