Description
Under general supervision, the network administrator I plays a crucial role in maintaining the networks and systems that keep CCSO running smoothly. This includes ensuring robust security, overseeing network updates, and providing user training. Beyond offering IT support, the network administrator serves as the vital link that connects all operations. To excel in this role, deep technological expertise in a wide range of computer systems, hardware, and software is essential. Additionally, this position requires availability for after-hours call-outs (including weekends, nights, and holidays) to address urgent technical support requests, participate in the on-call rotation, and respond to critical system emergencies.
Duties
- Install, maintain, and troubleshoot multi-site network systems (firewalls, routers, telephony systems, network switches, VPN devices, cabling (Ethernet and telephone), wireless technologies, phone systems, encryption, keyless entry) to ensure these systems are functioning and communicating properly in accordance with agency policies and procedures.
- Oversee network security including firewalls, intrusion detection, email and internet content inspection using firewall analyzers and other security appliances (i.e., CISCO email security appliance) to assist with system security according to industry standards and emerging threats.
- Assess the agency’s technology infrastructure (i.e., computers, laptops, cables, networks, telephone) against industry standards to ensure the stability, integrity, and efficient operation of the organization.
- Secure access to system by assigning authentication and authorization according to roles and functions to ensure non-authorized users cannot access restricted network segments.
- Track and analyze the use of resources (i.e., software, hardware, data, voice) using system audit logs (i.e., Windows event monitoring, firewall logs) to produce reports showing member usage in order to ensure that the resources are being utilized in accordance with CCSO policies, procedures as well as applicable laws and regulations.
- Assist CCSO members and members of external agencies (i.e., other Clay County government entities) with system and network configurations and troubleshooting to ensure members have the resources they need to complete essential tasks in accordance with Agency needs.
- Manage CCSO telephone systems using Cisco Call Manager to ensure end users have functioning equipment (i.e., personnel changes).
- Monitor the telephone system (i.e., analog/POTS, VoIP) for issues (i.e., outages, hardware) and upon discovery of any issues determine root cause, solve or escalate the issue and report to supervision to ensure end users have functioning equipment.
- Assist Chain of Command with Disaster Planning/Business Continuity, planning in accordance with industry best practices.
- Ensure configurations of agency assets align with technical security framework (i.e., NIST) of industry best practices.
- Educate members regarding the ongoing improvement of IT Systems (i.e., security trends and mandates, regulations, equipment changes) using change management techniques.
- Collaborate with teammates to create, implement, and troubleshoot new engineering designs to support the Agency’s mission, vision, and core values.
- Forecast future network needs (i.e, agency expansion, acquisition of new facilities, hardware end-of-life) and proactively identify solutions to ensure continuity of operations.
- Develop and maintain procedures and documentation for Information Technology infrastructure design and operation (i.e., network site map, disaster recovery planning, multi-site strategies) to ensure business continuity according to agency policies and procedures.
- Processes applicable incoming and outgoing documents and/or files in a timely manner consistent with supervisory direction and/or agency policies/procedures.
- Participates in cross-training with other co-workers; assists those co-workers when the need arises and learns new tasks by working together as a team.
- Reports identified or potential maintenance, safety, and/or non-compliance findings, hazards, and incidents to the appropriate personnel and/or department.
- Timely completes all assignments, special projects, and budgetary requirements (if applicable) as directed, adhering to applicable agency policies.
- Adheres to leave and attendance policies, including punctual arrival and completing full shifts. Informs the supervisor about illness or untimely incidents, reports overtime hours worked, and timely submits timesheet, attendance, and leave requests.
- Regularly checks assigned mailbox, phone calls, PowerDMS, and email messages, responding promptly and professionally.
- Makes assigned chain of command aware of anything noteworthy.
- Responds to supervision, guidance, direction, and feedback from executive staff and superiors in a receptive manner and in accordance with agency policies.
- Conducts themselves in a polite, helpful, courteous, ethical, and professional manner, abiding by the established code of ethics, and demonstrates a courteous and professional image when engaged in any activity with the public.

Qualifications And Requirements
Minimum Education, Experience, and Requirements:
- Bachelor’s Degree in computer-related course work or four (4) years of relevant work experience in enterprise network environment.
- High school diploma or equivalent
- Proficient in Microsoft office products
- Speak and understand the English language
- Internal candidates must have successfully completed their probationary period
- Internal candidates with punitive disciplinary action within 365 days are ineligible
- Internal candidates must have completed applicable CCSO FTEP requirements

Certification, Licenses, And Registrations Requirements
- Cisco Certified Network Administrator (CCNA) with Voice-Over IP (CCNA Voice) preferred.
- CompTIA Network+ and Security+ preferred.
- Criminal Justice Information Systems (CJIS) Certification is required prior to employment.
- Valid FDL Class E required.
Supplemental Information
Salary is negotiable for full-time positions prior to initial hire, if requested, based on verified experience up to step five (5) of the assigned pay grade. Current employee salary changes are determined based on internal methodology. Please contact Human Resources with any questions.

Retirement Plans
The Sheriff's Office participates in the Florida Retirement System. Employees have a choice from two plans under the FRS:Pension Plan and Investment Plan. The Sheriff's Office makes a contribution as set by the Florida legislature towards the plan of choice for each employee and the employee makes a contribution of 3%. Deferred Compensation Plans
