SOFWERX was established under a Partnership Intermediary Agreement (PIA) between the United States Special Operations Command (USSOCOM) and DEFENSEWERX (DWX). SOFWERX is a platform designed and operated to increase collaboration and innovation, as well as explore, experiment and assess promising technology for USSOCOM. Its growing eco-system includes both traditional and non-traditional problem solvers with a focus on new, novel and provocative capabilities.
JOB SUMMARY:
Serve as a Program Manager (PM) in SOFWERX in Tampa, Florida. Serves as the primary liaison between USSOCOM AT&L Program Manager and other technical Government stakeholders as well as commercial vendor program managers. Manages multiple complex and fluid projects that span a wide range of technical focus areas in support of bringing innovative solutions to the Special Operations (SOF) Warfighter. Coordinates day-to-day duties such as managing programmatic areas to include cost, performance, and schedule. Establishes business-to-business relationships with commercial vendors providing guidance and oversight to those vendors and their stakeholders as well as reporting and monitoring of projects to Government stakeholders. Performs research and leads technical discussions to facilitate the development of realizable innovative solutions for the Special Operations Forces (SOF) Warfighter. Directs and coordinates project and programmatic activities to include but not limited to; maintaining an integrated master schedule, managing project budgets, authoring business-to-business agreements and/or statements of work, drafting project status reports, and providing project status updates to SOFWERX leadership. Works daily with other SOFWERX staff to include the Contracts Team, Events Team, the Foundry Team, the Chief Technology Officer and the IT Team. Reports to the SOFWERX Lead Program Manager.
ESSENTIAL FUNCTIONS:
- Develop and foster a clear and open relationship between Government Stakeholders and commercial partners to include scheduling meetings, processing invoices, tracking budgets, tracking milestones, and ensuring all deliverables are meeting contractual requirements.
- Manage day-to-day programmatic areas including cost, performance, and schedule. Maintain an integrated master schedule, manage project budgets, and provide regular status updates to SOFWERX leadership.
- Draft and maintain Statements of Work (SOW) to include tracking project milestones and payments.
- Schedule and manage project meetings such as kick-off meetings, biweekly/monthly Technical Interchange Meetings (TIMs), System Requirements Reviews (SRRs), Preliminary Design Reviews (PDRs), Critical Design Reviews (CDRs), Test Readiness Reviews (TRRs), demonstrations, and project close-out meetings
- Author commercial contracts, Term & Conditions, and Research and Development Agreements (RDA) that align with Government requirements and vendor proposals.
- Provide leadership and oversight to both Government and commercial entities in order to facilitate successful projects to completion that deliver agile innovative technologies to the SOF Warfighter.
- Provide inputs to quarterly reports which include cost, performance and schedule functions.
- Provide periodic input on changes to policies and procedures as needed.
QUALIFICATIONS:
- Possess or be able to obtain and maintain a DoD Secret security clearance.
- Bachelor's in Engineering, Science, or related field and 5+ years' experience as a program/project manager in the Defense industry: either as a government or contractor leading successful and highly agile and complex projects/programs to completion. Or any combination of equivalent education and experience.
- Working knowledge of ERP systems
- Strong familiarity with project management software tools, methodologies, and best practices.
- Strong understanding of Government contracting, acquisition, and research and development processes
- Must be willing and able to work collaboratively in a dynamic, rapidly changing environment with minimal supervision.
- Well-developed interpersonal and communication skills.
- Must be able to lift 35 lbs.
PREFERRED QUALIFICATIONS:
- Education: MBA a plus.
- Certified PMP or DAWIA Level II
- 5+ years Defense Industry experience.
- 4+ years military experience.
- Familiarity and experience with DoD contracts and acquisitions to include SBIR.
