POSITION DESCRIPTION SUMMARYKKCS is seeking a
Program Controls Specialist to support LAUSD's Construction Program by delivering project controls expertise in cost management, budgeting, scheduling, data analysis, and reporting. This role will ensure the accuracy and consistency of program-level data, reporting tools, and project controls processes. The position is full-time, W2, contract, and onsite in Los Angeles, CA.
Key Responsibilities:- Assist with cost control, budget control, data management, and reporting for the Construction Program.
- Identify and recommend best practices, tools, and procedures to improve project controls.
- Interface with Senior Program Controls Specialists and Program Managers to support decision-making.
- Perform detailed analysis and validation of project data to ensure accuracy.
- Recommend policy or process improvements to strengthen program delivery.
- Organize project and program data to produce timely, accurate management reports.
- Develop metrics, dashboards, and reporting tools for stakeholders and leadership.
- Create and document new program/project control processes related to budgets, estimates, schedules, and program roll-ups.
- Provide support for internal and external audits.
- Review project budgets and scope changes to confirm justification and compliance.
- Troubleshoot issues related to project budget, scope, schedule, funding, or documentation in coordination with other departments.
Required Experience:- At least 6 years of full-time paid professional experience in Project Controls, including:
- Planning
- Budgeting
- Estimating
- Forecasting
- Scheduling
- Cost and schedule control
- Project reporting
- At least 3 years of experience as a Program or Project Controls Specialist in a government agency or on large infrastructure engineering and construction projects using modern project controls tools (e.g., Oracle Primavera, Contract Manager, Unifier, Timberline Gold, or similar systems).
- Proficiency with Microsoft Office Suite (Excel, Word, PowerPoint).
- Working knowledge of project management software tools noted above.
- Excellent verbal and written communication.
- Superior organizational and planning abilities.
- Strong ability to build productive working relationships with project teams and stakeholders.
Required Education:Education:- Bachelor's degree from a recognized college or university in:
- Engineering
- Construction Management
- Information Technology
- Finance/Accounting
- Business Administration
- OR additional qualifying experience may be substituted for education on a year-for-year basis.
