SALARY RANGE
The starting hiring range will be $126,000 - $157,500, with a maximum opportunity of up to $189,000 with tenure and strong performance.
Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

Manager – Facilities & Warehouse
Overview
The Manager – Facilities & Warehouse position resides within the Asset Management Division and manages and coordinates the District's Facilities and Warehouse operations through the Facilities Superintendent and Materials Superintendent. The position is responsible for ensuring Facilities and Warehouse functions are planned, operated, maintained, and improved using asset management principles that balance service levels, risk, lifecycle cost, performance, reliability, and long-term organizational needs.
This position provides leadership and direction to the two superintendents, coordinates work across the Facilities and Warehouse functions, supports asset lifecycle and capital planning, monitors operational and asset performance, promotes data integrity within asset information systems, and ensures compliance with District policies, operating objectives and applicable regulatory requirements.
Responsibilities
Manage and lead the District's Facilities and Warehouse operations through the Facilities Superintendent and Materials Superintendent. Establish operational priorities and provide strategic leadership to ensure Facilities and Warehouse functions effectively support District operations and the Asset Management Division's lifecycle stewardship objectives. Coordinate short- and long-term operational plans, maintenance programs, warehouse services, and resource allocation to meet organizational goals and customer needs. Oversee the maintenance, repair, renovation, and improvement of District facilities, warehouse operations, inventories, material distribution services, and associated building systems. Ensure operational compliance with applicable District policies and federal, state, and local laws, regulations, codes, and standards while overseeing safety, security, and other operational support activities.
Lead Facilities and Warehouse asset management initiatives in alignment with the District's Strategic Asset Management Plan. Collaborate with District departments to identify operational needs and support for asset lifecycle planning. Coordinate asset condition information, lifecycle strategies, maintenance plans, renewal needs, risk-based prioritization, and capital planning for facilities, warehouses, inventory systems, material-handling assets, and related support infrastructure. Coordinate the collection, maintenance, accuracy, and integrity of asset information within the District's CMMS to ensure asset data is complete, current, and useful for planning, budgeting, work management, and performance reporting. Support sustainability initiatives, emergency preparedness, business continuity, and lifecycle management of District facilities and warehouse assets.
Establish operational performance expectations and service standards for Facilities and Warehouse functions. Monitor, measure, and report performance towards established goals using operational metrics, customer feedback, financial analysis, and contract performance. Evaluate results, identify opportunities for improvement, and implement corrective actions to enhance customer service, operational effectiveness, and organizational performance.
Lead the development and implementation of short- and long-range strategic plans for District facilities, warehouse operations, and support services. Develop facility standards and coordinate space planning, office remodels, relocations, and other facility improvements to support changing organizational needs. Develop, administer, and monitor operating, maintenance, and capital budgets for Facilities and Warehouse operations.
Provide strategic leadership and direction to the Facilities Superintendent and Materials Superintendent to support consistent service delivery and organizational alignment. Foster collaboration and accountability across Facilities and Warehouse functions employee development, succession planning, and continuous improvement in alignment with District strategic objectives.
Develop, negotiate, administer, and oversee contracts supporting District facilities and warehouse operations. Review and approve specifications, bids, designs, and contract requirements; oversee contractor performance and project implementation; and maintain financial oversight of facility-related contracts; and approve contractor and vendor payments.
Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).
As a secondary function, drive a motorized vehicle while conducting business on behalf of the District.

Qualifications
Education
Bachelor's Degree in Facilities Management, Construction Management, Operations Management, Supply Chain or Logistics Management, Asset Management, or closely related field; or equivalent combination of education and experience is required.
Experience
5+ years of progressively responsible experience in facilities management, warehouse operations, asset management, construction management, maintenance operations, or related field required.
Prior supervisory experience strongly preferred. Experience developing and managing short and long range asset and financial plans is preferred.
Skills and Abilities
A fully skilled incumbent will have the following knowledge skills & abilities:
Knowledge of major facilities planning, maintenance, operations and construction
Knowledge of building automation systems and computerized maintenance management systems
Knowledge of asset lifecycle management principles, including asset condition assessment, maintenance strategy, renewal planning, and balancing service levels, cost, performance, and risk.
Skill in using asset information systems and CMMS data to support work management, budgeting, capital planning, performance reporting, and data-driven decision making.
Ability to apply risk-based prioritization to facility, warehouse, inventory, and material-handling asset decisions in support of reliable and cost-effective service delivery.
Business Acumen: Knowledge of cross-functional business operations and ability to evaluate the impact of decisions across departments
Working knowledge of all aspects of the construction trades, including, but not limited to; knowledge of water supply, drain/waste and vent, cross connection control, electrical services, OSHA and WISHA Codes, WAC's, RCW's and Uniform Building Codes, etc.
In depth knowledge of District policies and procedures for employees; safety policies, Washington State General Safety and Health Standards; collective bargaining unit contract; contract development and administration; and project management.
