Job Description
General Functions
This position performs paraprofessional and administrative support human resources work. Provides a wide range of human resources support service in Human Resources (HR) Administration. Work is performed under the general direction of a HR Advisor or Sr. HR Advisor. Performance is evaluated for accuracy, efficiency and results achieved.

Representative Duties/Assignments
- Ensures consistent application of Orange County and Human Resources' vision, policies, key strategic initiatives, and compliance with all federal, state, and local laws, rules, and regulations related to Human Resources.
- Supports day-to-day HR operations, including audit and records management services.
- Conducts periodic audits of records and transactions in PeopleSoft. Kronos, and Document Management.
- Initiates audits for Employee Change Notices.
- Handles high-volume document processing while maintaining quality and accuracy standards.
- Works with Human Resources Information Systems (HRIS) or records management databases.
- Provides information to department management and employees regarding pay plans, ranges, salary rates, policies, and procedures.
- Maintains (paper and electronic) HR files related to staffing, position vacancies, reclassifications, training attendance, and personnel actions, following proper records retention guidelines.
- Acts as a liaison between employees, departments, and the Payroll Department to resolve employee issues and questions.
- Tracks time and attendance.
- Reliably initiates and completes work assignments/projects.
- Scans, uploads, and verifies personnel records using document imaging and records management software.
- Prepare records for public records request review and redaction processes.
- Perform data entry and updates information in HR information systems and records databases.
- Interprets policies, procedures, and guidelines to determine appropriate responses to records or information requests.
- Perform other related tasks as required.
Minimum Qualifications
Associate's degree from an accredited institution and one year of human resources experience; or An equivalent combination of relevant education or experience on a year for year basis.
Preferences
- Experience maintaining confidential personnel, medical, legal, or administrative records
- Experience interpreting policies, procedures, and guidelines to determine appropriate responses to records or information requests
- Post secondary education from an accredited institution
- HR Certification Institute Professional in Human Resources (PHR)
- Society for Human Resource Management Certified Professional (SHRM-CP)

Pay Grade: 013 - From $21.51 to $27.96
