Department OverviewThe Financial Crime Risk Management (FCRM) Enterprise Testing function operates within the second line of defense at TD Bank Group and is responsible for providing independent, risk‑focused testing of Anti‑Money Laundering (AML), Anti‑Terrorist Financing (ATF), Sanctions, and Anti‑Bribery/Anti‑Corruption (ABAC) controls across the enterprise. The FCRM Testing Quality Assurance (QA) function provides independent oversight of testing execution to ensure consistency, quality, and adherence to the FCRM Monitoring & Testing (M&T) Standard and supporting procedures.
Role SummaryThe Manager, FCRM Testing - Quality Assurance (QA) is responsible for leading the execution of QA reviews of FCRM Testing engagements. The role provides oversight and approval of QA work reviews, delivers constructive feedback to drive consistency and quality, and supports the delivery of high-quality, defensible testing outcomes across FCRM Testing. This position reports to a Senior Manager and is expected to influence outcomes through effective challenge, stakeholder partnership, and strong subject matter expertise.
This position supports QA reviews of testing activities for key FCRM controls and processes within TD’s Financial Intelligence Unit (FIU), including (but not limited to) teams responsible for transaction monitoring, high-risk investigations, regulatory reporting, demarkets, and sanctions operations.
Key Responsibilities• Primary coverage includes QA reviews of testing activities for key FCRM controls and processes within TD’s Financial Intelligence Unit (FIU) (e.g., transaction monitoring, high-risk investigations, regulatory reporting, demarkets, sanctions operations). As priorities evolve, the role will also support QA reviews across other FCRM Testing functions/process areas, providing effective challenge and context in QA review conclusions.
• Lead the execution of planned QA activities across FCRM Enterprise Testing engagements, including prioritization, coordination, and quality oversight.
• Review QA work products for completeness, accuracy, and alignment to QA procedures and documentation standards; provide timely, actionable feedback to QA team members.
• Support the preparation of QA scorecards, root cause analysis, and inputs into executive-level QA reporting; synthesize themes and recommend practical enhancements to improve outcomes.
• Partner with FCRM Testing leadership and key stakeholders to align on expectations, coordinate priorities, and resolve review issues-using effective influence and constructive challenge to deliver QA and related deliverables on time.
• Own and deliver additional key tasks and projects for the QA team (e.g., procedure/template enhancements, calibration support, reporting enablement), as assigned by the Senior Manager.
• Maintain and enhance QA templates, tools, and job aids to support effective QA execution and documentation standards.
• Contribute to continuous improvement initiatives and identify opportunities to enhance QA processes and the FCRM M&T framework.
• Take on new initiatives and support the rollout of new processes and related deliverables as the function evolves.
Leadership & InfluenceProvide day-to-day leadership through subject matter expertise, quality oversight, and constructive coaching to QA team members. Support a strong risk culture by promoting consistent application of QA standards, facilitating calibration and knowledge sharing, and partnering effectively across FCRM Testing to drive timely, high-quality outcomes aligned to TD’s Colleague Promise. Depending on business needs, the role may be accountable for providing day-to-day guidance and coaching to QA resources and/or people-leadership responsibilities.
Education and Experience• 7+ years of relevant experience in testing, QA, audit, or risk oversight (challenge/oversight function), with demonstrated ability to provide effective challenge within financial services (AML/FCRM experience a strong asset).
• Strong knowledge of AML/ATF regulations, financial crime risk typologies, and control testing methodologies.
• Issues Management experience (action plans, remediation, validation/closure) in audit, regulatory, or internal control findings; strong stakeholder management and ability to provide effective challenge. Exposure to Canadian Personal Banking, Commercial Banking, Small Business Banking, and Wealth is an asset.
• Demonstrated ability to lead through influence (with or without direct people-management experience), including coaching, providing effective challenge, and driving alignment across stakeholders.
• Undergraduate degree or equivalent work experience.
