The Department of Economic Security, Division of Employment and Rehabilitation Services (DERS) strengthens Arizona communities by bridging and minimizing gaps to employment and independence.
DES is seeking an experienced and highly motivated individual to join our team as a State Monitor Advocate with the Quality Assurance and Integrity Administration (QAIA). This position is responsible for work that is difficult and complex, which may include handling sensitive an/or confidential information. This position is federally required and appointed by the State Administrator, as defined by 20 CFR 653.108, and is critical to Arizona given the agricultural industry's significant role in the state's economy and demographic composition.
Travel will be required for State business. If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on State business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on State business shall maintain the statutorily required liability insurance (see Arizona Administrative Code [A.A.C.] R2-10-207.11).
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:
Essential Duties and Responsibilities include but are not limited to:
• Assists in the planning, organizing, and oversight of the DERS Migrant and Seasonal Farmworkers (MSFW) statewide business delivery system
• Assign tasks and review work area results
• Develop reports that summarize work area findings
• Offer suggestions and assist in the identification, implementation, and maintenance of actions that contribute to the strategic and operational objectives outlined in state, federal, and policy regulations and rules
• Provide guidance, counsel, and instruction to subordinate staff on both technical and administrative matters that are not resolved
• Monitor and elevate services delivered to Migrant and Seasonal Farmworkers
Knowledge, Skills & Abilities (KSAs):
Knowledge in:
• Knowledge of Federal and State rules and regulation governing federally-funded programs
• Knowledge of advanced management and leadership principals and practices sufficient to plan and direct the work of staff
• Knowledge of ADOA personnel rules, policies, and procedures
Skill in:
• Skill in oral and written communication skills necessary to outline results of audits
• Skill in the interpretation and application of Federal and State Laws, rule and regulations
Ability to:
• Ability to utilize verbal and written communication to explain and interpret federal and state laws, statutes, rules, regulations, and guidelines
• Ability to plan, analyze, and coordinate activities, establish priorities, develop procedures, evaluate program compliance with established policies and procedures
• Ability to summarize and analyze information and data
Selective Preference(s):
The ideal candidate for this position will have:
• Experience in formal written communications, data analysis, and compilation
• Two years management and leadership experience
• Migrant Seasonal Farmworker experience
• Spanish/English proficiency

Retirement:
State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
