Under general direction, the Environmental Specialist III works collaboratively with others to provide environmental expertise and technical direction necessary to ensure that facilities owned and operated by Citizens achieve compliance with all applicable environmental regulations. This includes monitoring, recordkeeping and reporting required by regulations, training of personnel to perform these activities, and development of programs to support regulatory compliance.
Activities include communications with internal and external stakeholders relative to regulatory requirements, preparation of reports for submittal to the agencies, and participation in internal and external meetings related to environmental programs.
The Environmental Specialist III actively engages as a member and may serve in a leadership capacity of cross-functional teams for the evaluation of regulatory applicability, development of compliance strategies, the implementation of capital projects, environmental policies or other business purposes.
The Incumbent provides field, administrative, and training support to the clean air program.
Clean Air Program responsibilities include: Management of complex air regulations applicable to Thermal and Wastewater Utility Operations, preparation of air permit applications, compliance data reporting, compliance data certifications and stack testing coordination, field verification of compliance, electronic submittal of compliance reports in EPA’s database(s), technical expert for air regulation applicability, capital project support for new and/or replacement of Continuous Emissions Monitoring equipment and air emitting unit(s).
Incumbent works closely with the Manager, Environmental Programs, and the Director, Environmental Stewardship, to develop and implement leadership strategies across the organization.

Responsibilities
- Develops and implements environmental compliance programs and activities including preparation of permit applications/renewals, permitting implementation, preparation of environmental plans, reporting, recordkeeping, training, and compliance assurance for utility facilities and capital projects. Conducts sampling for various environmental media, facility and site inspections as necessary, including for training or mentoring of others. Prepares inspection reports and recommendations for corrective or preventative activities; develops and implements action plans required to achieve compliance with regulations.
- Administrative duties including including scheduled on-call Environmental Incident and/or the Water Quality Hotline multiple times per year (including nights, weekends, and holidays), participation in the implementation of CLASS and knowledge management, employee engagement and learning development.
- Project management including drafting scopes of work, procuring contractors/consultants, and overseeing the work in support of various business unit needs.
- Actively participates in the regulatory and rulemaking process including technical meetings and workgroups. Develops strategies to implement new or revised environmental regulations. Represents the organization by communicating Citizens interest.

Qualifications
- The Environmental Specialist III must possess a bachelor's degree in science, environmental, engineering, or equivalent field of study (Chemistry, Math, Biology, Environmental Science, Environmental Engineering, etc.).
- A minimum of five (5) years of experience working in a related environmental field with evidence of progressively increased responsibilities is required.
- Must possess a valid driver’s license and a safe driving record.
- Must have a safe driving record including no history of serious traffic violations, accidents, suspensions/revocations, or DUI/DWI convictions within the last three years.
- Ability to work outdoors for extended periods during adverse weather conditions and to traverse difficult terrain.
- Ability to write reports, business correspondence, procedure manuals (proficient with Microsoft Office), and a demonstrated ability to develop and present environmental training.
- Ability to adhere to and communicate to others Company policies and procedures and to demonstrated proficiency in the care and use of all site specific, facility required PPE (Personal Protective Equipment), including respirators, gas detectors, confined space entry, etc.
- The Environmental Specialist III must be eligible to attend the necessary DOT training pursuant to 49 CFR 72 et seq. required to support shipment of hazardous materials in commerce.
- Eligible to complete 24-hour HAZMAT Emergency Response Technician Level training and other required EPA training.
- Demonstrated ability to work and lead in a team environment, and the willingness to assume additional or new responsibilities readily.
- Full-time, exempt employee. Workdays may vary, based on needs. Position is part of a scheduled on-call rotation that includes coverage for nights, weekends, and holidays.
- The Environmental Specialist III must possess a working knowledge of environmental air programs. Working knowledge must be sufficient to the point that differences in requirements between local, state, and federal rules can be readily identified.
Preferred Skills/Qualifications:

- Understanding of sampling procedures required by EPA Standard Methods.
- Willingness to launch and operate a small boat and become familiar with safe boating practices.
- Master's Degree in a relevant field of study, other relevant certification, or equivalent experience is preferred.
- Preferred candidates will possess at least one of the following: Certified Hazardous Materials Manager (CHMM) certification, Qualified Environmental Professional (QEP) certification, Professional Engineers (PE) license, Licensed Professional Geologist (LPG), Drinking Water Operators license, Wastewater Treatment Operators license.
- Experience with the energy industry, manufacturing, natural gas distribution, drinking water systems, wastewater treatment systems or manufacturing is preferred.
- Possess a general working knowledge of the businesses owned and operated Citizens Energy Group in order to apply the policies and rules from the various environmental programs to the function and operation of Trust businesses.
