Provides guidance through development of staffing plans, budgets, and policies and programs in alignment with the City organization and Utility priorities.
Essential Duties and ResponsibilitiesThe following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.
- Responsible for the efficient, effective and integrated efforts of the Capital Projects, Master Planning/Development Review, and Enterprise Project Management teams.
- Ensures development of water, wastewater and stormwater master plans, capital plans and asset management plans. Directs project management and collaborates with utility, finance, and PDT peers to develop a robust, defensible 20-year capital plan.
- Ensures development review complies with all applicable local, state, and federal codes and regulations, while also partnering with the business community and other city departments to support city goals.
- Guides One Water's multi-sector engineering design, construction, and planning efforts and teams to meet evolving city priorities, regulatory requirements, and industry standards, while ensuring projects serve the needs of the community for decades to come.
- Leads engineering and operations teams in crafting innovative solutions for complicated projects and challenging planning issues when evident solutions may not exist.
- Champions citywide innovation in capital and utility infrastructure management. Leads enterprise asset modernization initiatives.
- Ensures the department and the department/'s work products comply with all applicable federal, state, and local regulations and laws.
- Assist the executive director in the development of strategic plans and department budgets.
- Provides leadership and guidance to ensure teams are competent, forward-thinking, and adaptable.
- Provides direction on department priorities.
- Provides leadership to set strategy and work plans to support essential duties and goals of department.
- Collaborates with peers and leadership on Utilities and City-wide efforts, including council priorities.
- Represents One Water at regional and national forums and industry coalitions. Leads cross-sector engagement to align water, wastewater, and stormwater strategic planning with public priorities and regional partners.
- Accountable for the delivery of multi-sector engineering and project management performance metrics.
- Responsible for personnel performance management including hiring, discipline, and termination of department employees.
- Directs development of, and provides financial oversight of, the department/'s capital plan and operating budgets to ensure accountability to rate payers.
- Change agent able to identify the need for change and lead a team through change to foster innovation and create process improvements.
- Manages and supports organizational change; manages and leads departments to be nimble and responsive to changing priorities and needs.
- Serve as part of a Water Commission liaison rotation.
- Collaborate with regional water, wastewater, and stormwater providers, stakeholders, and associated firms.

- Strong financial acumen in the areas of budget, purchasing, and asset management.
- Working knowledge of Computerized Maintenance Management Systems (CMMS).
- Knowledge of City, State, and Federal Clean Water and Safe Water Regulations.
- Ability to effectively communicate to ensure shared understanding and expectations.
- Ability to manage staff working in various locations.

- Ability to prepare and deliver presentations, reports, and other written materials.

Required QualificationsMinimumPreferredCollege degree or equivalent work experience. Some positions may require functionally related certification or advanced degrees.
Engineering or other related field
Master's Degree preferred
Experience Requirements- 10 years of progressively responsible management level experience in the water, wastewater, and/or stormwater industry.
