Job Summary

This position is a standard PD located in the Department of Licensing and Consumer Protection (DLCP) and can be used in any division of the agency, as appropriate. DLCP in responsible for regulating the business activities in the District of Columbia by issuing business and professional licenses, registering corporations, inspecting weighing and

measuring devices used for monetary profits, and issuing special events permits. DLCP protects the health, safety, economic interests and quality of life of residents, businesses, and visitors in the District of Columbia by ensuring code compliance and regulating business.

Duties And Responsibilities

Serves as primary contact for resolving controversial and complex problems and issues arising from one-of-a-kind and specialized job searches, and internal placement to retaining employees. Provides the full range of recruitment and placement services for executive and excepted services. Determines qualification requirements for high level or managerial jobs with specialized requirements. Handles specialized recruitments and highly specialized on of-kind and hard-to-fill positions.

Compares position descriptions with job postings and advertisements and in qualifying candidates for positions applied, Reviews and prepares vacancy announcements for quality and accuracy to advertise jobs, qualifies applicants. Prepares lists of eligible job applicants in accordance with regulations and policies. Determines qualification requirements based on rules, regulations, and industry standards for a variety of positions.

Conducts recruitment campaigns from within the Washington, D.C. Metropolitan areas, and expanding locally and nationally. Identifies, develops, and maintains ongoing recruitment sources including, but not limited to, community relationships, career fairs, college recruiting, Internet, networking with community and professional based organizations and print media. Selects the most appropriate recruitment and staffing methods to identify qualified job applicants. Interprets, analyzes and applies qualification standards, position requirements, job analysis, and evaluation plans.

Research and devises recruitment and staffing strategies/plans for executive, excepted and competitive services positions that include an annual business and staff plans linked to the budget cycle; and an annual performance measures. Develops recommendations based on recruitment research, demographics, recruitment campaigns, and costs in conjunction with budgetary limitations and management objectives.

Qualifications And Education

Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level – CS-12 in the normal line of progression for the occupation in the organization.
